내용	INVITATION Welcome to 2009 ICCEM 3rd International Conference on Crisis and Emergency Management   We, ISCEM members, welcome and thank all the participants to 2009 ICCEM with the title Crisis and Emergency Management in Global Society: Human Dignity, Disaster Victims' Relief, and Climate Change Response. The 3rd International Conference on Crisis and Emergency Management(ICCEM 2009) will be held on 24-26 September 2009, in Seoul and Busan in Korea.   ICCEM is an international conference providing a good opportunity to share ideas and wisdom for scholars and experts and policy makers in the field of crisis and emergency management. After 9․11, 2001, lots of countries has changed their security concept from conventional to comprehensive security. Under the comprehensive security concept, we realize how important our life and death. In this 3rd ICCEM, we emphasize the significant effort for enhancing human dignity, for giving hands to those in need, and for responsing the climate change for making our global society more safe. We hope that this 2009 ICCEM help our civil society give the global societies the safe and cooperative dreams.   We, all members of ISCEM, offer our sincere thanks to the scholars and experts who are interested in and participated in the crisis and emergency management in global society: human dignity, disaster victims' relief, and climate change response, once again. This conference was made possible by their enthusiastic willingness to take part in our conference from U.S.A., China, Japan, India, and Korea.
